A vague question is one of most irritating things a manager can encounter.

So, setting that aside, back to your question. A manager organizes stuff. The nature, quantity, variety, location, et cetera of the stuff that he organizes depends on who has hired him. People hire people to solve problems, not to create them.

One of the main tasks of a manager is to hire people, and get them to solve problems.
