There's a few different ways you can do this. A few are:

1. Say Good morning, or whatever time of day it is.
2. If you know they're name, use it, just don't over use it. Customers feel welcome if an employee knows the customers name and remembers certain things. Most of the time, customers won't come back if the customer service isn't that good.
3. Just try by telling them about current deals, or even make a big banner in front of the store or above the door so it grabs attention.
