Part the hair by gently lifting it up. Look for any injury, discoloration, lump or swelling. If you think there is any chance of a physical issue, have the vet take a look. Cats can easily get minor infections, even from scratching themselves. Cysts and tumors are also common.

Does she react the same to you? If not, it could be a trust issue.

For sure, have your boyfriend only pet her head, neck and cheeks (cats love that) until you've determined a cause. She shouldn't be distressed by unwanted or painful contact.
