Not at all. You just have to be willing to put in the effort to find the job that will hire you. It took me some time to find one but I was able to land a job with a privately owned janitorial company. You also have to be willing to do any job. Not all jobs will be glamorous.

It depends on your area and age. In the US, federal child labor laws require a person to be 14 years of age. But there are restrictions to what you can do and it requires you to have a work permit. The local economy might also play a part in how difficult it is.
