Personnel management is another name for Human Resource Management (HRM).  It is seen a more innovative view of workplace management than traditional approaches. These techniques force the managers of an enterprise to communicate their goals specifically that they can be understood by the work force.  Personnel management techniques, when properly practiced, express the goals and operating practices of the entity overall. It is an administrative discipline of hiring and developing employees to become more valuable to the organization.   It’s duties include orientation & training, job analyses, recruitment, planning personnel needs, hiring, determining and managing wages, benefits and incentives, appraisals and performance evaluations, and communicating at all levels. 

Overall, the theory of HRM or personnel management asserts the goal of human resource management as to helping the organization to meet strategic goals by attracting, and keeping employees by managing them effectively. This approach seeks to ensure a fit between the overall strategic direction of the company and the management team.

The basic premise of HRM or personnel management is that humans are not machines and we need to have an interdisciplinary examination of the workforce. Today, many colleges and universities offer degree programs in Human Resources Management.

Human resources departments have changed since our grandparent’s days and are now a more focused and balanced profession.  Many of us can remember the days of professors not giving grades higher than a C to a female who wouldn’t sleep with them and bosses who conducted couch interviews.  Those who aren’t quite old enough to remember should take a look at the old sitcoms of the 60s and 70s to see what people used to deal with.  The suggestion box was nonexistent, if your boss grabbed your behind, you dealt with it or quit, times have changed.  While these behaviors are things of the past as far as the official record and rule books say, they still happen.  Protect yourself by knowing your rights and the rules you must follow.

Personnel Management is basically a form of Human Resource Management. This area of management is concerned with everything about the staff and workers of the organization.

Personnel Management is responsible for the hiring and staffing of employees in an organization. Then it also suggests the job descriptions as well as the skill set required for a particular job. Once a person is on job, the personnel management function looks after appropriate training and development of the individual.

Along with this, the personnel management decides what benefits and perks to give to a certain employee. It establishes operational policies and procedures, employment requirements, discipline procedures etc.
