I work in a preschool setting and was recently told the same thing from someone from ECERS. I'm furious because the children LOVE it. Soap is toxic, but yet we have to was our hands. Markers are toxic, but we let the children use them. Paint is toxic and we still let the children paint. Honestly, I feel like it's just another dumb idea to stop people from having fun and exploring and using their senses.
Read the label, It contains propane, butane, etc. So make sure that they don't eat it.
I work for a preschool set up in India and someone from Maple Bear Canadian Preschool in a seminar raised similar question about keeping such toxic things away from the reach of children. Well I support this idea. Children at the age of 1-3 years are unaware of everything and a teacher can't look after every single child. So, it is a wise decision to keep chalks, markers, paints, shaving creams away from the reach of children and if it is to be used by someone then, it should be in proper surveillance.
Shaving cream won't hurt anyone unless they eat it. I think you have some fun ideas. My child is in preschool right now. And in the bath tub he uses shaving cream and a fake razor and pretends he is shaving.

No it is not safe unless you have kept it locked. There are many diseases which spread from the blood like HIV AID and Hepatitis etc. If someone has used it and some blood of the person remained with the cream then it can be harmful to you. So keep it locked
