There isn't really one all encompassing usareur regulation that covers all civilian misconduct. Rather, the entire Uniform Code of Military Justice can apply to civilian misconduct.

However, the most applicable in terms of deciding who will prosecute for the offence would be Article 2(a)(10) jurisdiction.

what usareur regulation covers civilian misconduct?

This information is also set out in official guidelines and handbooks which deal with more specific circumstance. An example would be USAREUR Pamphlet 190-100 / Military Police / Gangs and Extremist Groups--A Handbook for Commanders, Parents, and Teachers / 10 March 1997 which deals with criminal street gang activity. The interesting thing about usareur regulation covering civilians is that army rules have to cover ANYONE with a military ID. This includes dependents and family members.
While a crime committed overseas by a civilian family member is in the jurisdiction of the host nation, usareur regulation acts as an administrative body that helps negotiate and resolve these issues.
And these rules are constantly under review. Heres a great article about civilian misconduct that I'd recommend reading: http://www.army.mil/article/72809/Civilian_misconduct_officials_meet__discuss_changes_to_regulations/
