There isn't really one all encompassing usareur regulation that covers all civilian misconduct. Rather, the entire Uniform Code of Military Justice can apply to civilian misconduct.
However, the most applicable in terms of deciding who will prosecute for the offence would be Article 2(a)(10) jurisdiction.

While a crime committed overseas by a civilian family member is in the jurisdiction of the host nation, usareur regulation acts as an administrative body that helps negotiate and resolve these issues.
