A friend of mine worked at a major mobile service provider. He was instructed to tell people to turn their phone off for all situations. Then they would have to remove the battery for 5 seconds after that. None of that ever had anything to do with the issues at hand, they were just told it's somewhat comforting for those who are calling in.
