You can do it anytime. She can apply for fiance visa, and once she is here you can try a green card for her. But if you try to get a green card straightaway, it will take lot of time for her to come to US. Start the process asap .... These things ask for hell lot of time and energy...

You can bring her but it is taking a lot of time to process requests. My husband is from el salvador and recently became a U.S. Citizen and he is applying for his minor sister and brother to come but we were told that since immigration is behind it will take anywheres from 5-11 years. So if it is hard for a citizen it might take a long time for you also. Good Luck!!

Filling out a paper in the immigration service closest to you, depending on the country in which your trying to have your husband come over, he can come over here as a guest, and fill out his green card information here, depending on how long his visa is for, you might be able to get it done in time, or he might have to fill it out and wait for it to process. Going through an immigration lawyer which you find in the yellow pages is so much easier but cost a couple grand.
There is no easy way. You have to look for a job visa or student visa for your spouse.
