The Philippine coast guard exam of 2014 is scheduled to take place starting from May 17th according to http://www.coastguard.gov.ph/
Sometimes it is better to contact the individual base coastguard base of your local district, and ask when they plan to hold exams, as not all provinces stick to the correct date.
For example, I was one month behind the national schedule, and it meant I could not join employment as a coast guard with most of the other recruits...
