I know in this state they are, and are taxed, but I'm not sure about all of the states. I don't think it's right, but I don't make the laws.

Even if you were a server, your combined tips and wages for any pay period must still be no less than minimum wage, but based on the above, that is not relevant to why you are being paid $7.25 an hour instead of $8.25.
