I can also happen when there is instability in the group of people which manager is relying on for information. The people can be dishonest, annoyed for any reason and would not like to contribute in.

Managers should be more flexible with people in group and should see that they are not getting annoyed by his actions. He should first ask for their suggestions regarding projects and be considerate and courteous towards them!
