The answer to your question is yes. Yes you can get a good job despite of the fact that you have a 1 subject yet to pass. It doesn't matter at all my friend. All you have to do is to write your degree in this manner while putting in your CV B.com (In progress).
Now the CV part is over come back to the knowledge that you have gained while studying at college or university. My suggestion for your career is that 1st you try to do internship in a CA or accounting firm in order to get your self familiar with the practical knowledge and office working plus file handling. In short in internship you will be able to learn how to handle the office matters and how to utilize the learnt knowledge in the daily office works.
Some times what we learn from books is not as it's applicable in practical life. So during the internship you will be able to know the practical use of your B.Com. Mean while during the internship try to pass your fail paper. Only internship can help you out in this problem. In CA/ accounting firms such type of internships is paid internship. If you don't want to go for internship then you can work as an Assistant accountant.
After completing B.com go for the MBA/M.Com to expand the doors of opportunities for you. Having a higher degree in your resume or CV puts a good impact. So go for it.

Yes, it is very much possible for you to get a job at this stage.

There are a lot of jobs out there where your personal skills matter more than your academic skills. It's not like your academic qualifications would be totally ignored but there are jobs where they want undergraduates or people who have at least completed their A-Levels/High School. These are the kind of jobs that you would be eligible for. Some of these jobs could include being a Sales Representative, Telemarketer, Graphic designer, Copy writer, Trainee, Paid Internee etc

Not being fluent in English is not a huge problem. A lot of people who don't have English as their mother tongue have the same problem. The best thing would be to start conversing with people around you in English. it doesn't matter whether you are fluent or not, whether you are even saying words correctly or not; you need to make it a habit. When it becomes a habit, you'll notice a difference. Usually the reason people can't speak English fluently is because they are shy to even give it a start. But believe me, this is a very important language and if you have command over it, it will get you somewhere in life.Watch English movies and sitcoms too.

Best of Luck!
