Human Resource (HR) normally would be responsible for staff applications, staff files and any problems such time off sick, dealing with staff transfers and so on.
Your line manager is also responsible for you whilst at work, so any problems, you would report to him. If you can't show up for work then you will need to contact the line mamager and he is also responsible for handling all staff and their daily duties. In other words, making sure the work gets done.
